OVERVIEW: The
re-elect
campaign
formally
launched and filed with the FEC on April 4, 2011, although top
members of the team were laying the groundwork earlier. For the
first pay period (April 15) the campaign showed 42 people on the
payroll. It added about 20 people every two-week pay period
through the second quarter and showed 160 people on the payroll as of
June 30 (Excel). This did not
include consultants. The campaign had also begun building its
organization around the country; in a July 13, 2011 video the campaign
reported 60 field offices
in 39 states. Many
people who worked for Organizing for America,
which operated out of the DNC, switched to the campaign. Note
also
the Summer Organizers and Fall
Fellows
programs. In an October
13, 2011 email the campaign reported,
"In the past three months we've grown our organizing staff by 50
percent, and opened up three new field offices every week." By
the time the primaries started (+),
solid organizations were in place in many states, and more people were
being added.
Below is a sketch of this large and sophisticated campaign; the department headings below are rough, and there are many holes and gaps and a dose of educated guesswork about who fits where in some of the departments. It is unprecedented to have an organization this big this early. See also FEC.
As in 2008 when
Campaign for Change was
run through the state parties but was an integral part of the campaign,
Organizing for America is functioning in the same
way for the re-elect. In
the
states there are a
few Obama for America
staff—typically the state director, the communications staff and the
digital director—and a much more extensive Organizing for America
team, but
they are all
part of the same effort. It
is
a
question
of
"who
signs
the
check"
and
is
"a
distinction
without
a
difference"
but
is
something
to
be
aware
of.
