Nov. 5-Partial-Birth Abortion Ban Act of 2003 passed by both Houses of Congress and signed into law by President Bush. Endorses incumbent Sen. Arlen Specter over former Rep. Pat Toomey in the Republican U.S. Senate primary.

Defeated 58.6%-41.3% in re-election bid by State Auditor General Bob Casey, Jr. (D).
